Debt 'Supercommittee' Taking Small Steps

WASHINGTON (Reuters) — The Republican head of a special deficit-reduction panel in Congress said on Tuesday he was hopeful that at least some modest steps can be achieved by a November 23 deadline.

There has been growing uncertainty about how much the committee can achieve and there have been few signs of progress so far, raising questions about its ability to reach the minimum target of at least $1.2 trillion in budget savings over 10 years.

"I remain hopeful that the Joint Select Committee can show progress on a bipartisan basis of at least taking a few steps down the road of fiscal sustainability," Republican Representative Jeb Hensarling told Reuters in an interview.

The 12 Democratic and Republican members of the so-called "super committee" have been negotiating behind closed doors since early September in an effort to find ways of slashing huge U.S. deficits amid a stubbornly weak economic recovery.

Investors have been hoping the committee exceeds its minimum requirement of $1.2 trillion and finds more like $2 trillion to $3 trillion in savings. It would take significant political concessions from Democrats and Republicans to strike a multitrillion-dollar deal.

While Hensarling's remarks referred to modest steps, he stressed that much more was needed to reverse huge budget deficits that began during President George W. Bush's administration and widened under President Barack Obama.

"A trillion and a half dollars of deficit reduction over 10 years, although better than a rounding error, is woefully, woefully, inadequate," Hensarling said.

He added that "quality" government healthcare and retirement programs ultimately will have to be set at "a price that doesn't bankrupt our children and mortgage our futures."

At a press briefing following a meeting of House of Representatives Republican leaders, Hensarling was asked whether recent media reports of scant progress within the super committee were accurate and whether its November 23 deadline could still be met.

"Until the stroke of midnight on November 22, we still have plenty of time to reach an agreement," Hensarling answered.

Are Small Cars Safer Now?

U.S. carmakers are in full-tilt-boogie mode in their efforts to add smaller, less costly, more fuel-efficient cars to their stables. Ford’s all-new 2011 Fiesta sub-compact began arriving in dealerships in late June, while the redesigned Focus comes to market in early 2011. GM, meanwhile, launches the compact Chevy Cruze in September.

That focus on small cars means that auto engineers have been devoting even more time and energy to one of the big issues that has dogged small cars from a consumer acceptance standpoint: Safety. For decades we’ve been hearing that American buyers were hesitant to give up their big vehicles for fear that small cars weren’t safe enough. But recent advances in both technology and crash testing, not to mention the use of new, stronger structural materials, have significantly improved the crash-worthiness of small cars.

“With all of the improvements in technology, today’s small cars are as safe as, if not safer than, large cars from the 1970s,” said Wes Sherwood, Ford’s safety communications manager.

Fifty Years Of Progress

Albert Ware, director of GM’s safety center in Milford, Michigan, echoed these sentiments. He cited a crash test performed last September by the Insurance Institute for Highway Safety that pitted a 1959 Chevy Bel Air against a 2009 Chevy Malibu. The vehicles were similar in weight -- the Bel Air weighed in at 3,629 lbs., while the Malibu tipped the scales at 3,452 lbs, according to the IIHS. "They were smashed right into each other, head-on, at 40 mph,” said Ware.

The driver of the Bel Air would have been killed in the crash. “But with the Malibu, the data showed that the driver would have maybe suffered a bruise on his chest. The door could still be opened and closed as easily as if it was still in the showroom,” Ware said.

The improved safety in modern cars isn’t all due to air bags. The bigger factor is that modern designs for the frame and the interior safety cage have improved, in large part because of an increase in the strength of the structural steel.

According to Sherwood more than 50 percent of the Fiesta’s body structure uses these high-strength or ultra-high-strength steels. The Fiesta’s A- and B-pillars are fashioned from ultra-high-strength, aluminized Boron steel, while the rocker panels are also crafted from high-strength, dual-phase steels known for their energy-absorption qualities.

Better Testing

One of the other ways carmakers are building safer cars is by improving their crash testing data. General Motors has recently spent $33 million on upgrades to its safety center in Milford, Michigan, and another $10 million to create a rollover-crash facility.

“One of the biggest enhancements to crash testing in recent years has been the improvement of our computerized analytical engineering,” said Ware. “Five years ago, we had a lot less capacity in that area, so we needed to do more ‘hardware’ crash testing. But now we can do many more computerized crash simulations, which allows us to be more tactical in our hardware crash tests.”

Today’s computerized “virtual” crash testing can provide engineers with data that wasn’t available to them even a few years ago. It also means that GM can do more crash testing, faster, in simulation, rather than actually smashing vehicles.

Ford also employs such sophisticated computerized methods, which, rather than employing crash-test dummies, can include virtual humans for more realistic assessment of injury. “These ‘virtual dummies’ are much more life-like, in the sense that engineers can simulate the effects of a crash on internal organs, the skeletal structure, and the brain,” said Sherwood.

In addition to the digitized virtual dummies, carmakers are also using higher-tech physical dummies, higher-tech in that they’re wireless. Typically, crash-test dummies have been wired to a data acquisition device for downloading data after the test, but new models use wi-fi. The wireless technology added another $35,000 to $40,000 to the cost of dummies that were already priced at $100,000 - $125,000 each.

“But when we built our rollover-crash facility, we wanted to minimize the use of wires that might get batted around in a rotating car, because we thought that could jeopardize the accuracy of the readings,” said Ware.

At GM’s safety center, when a new model is being developed, engineers typically crash as many as 70 vehicles as part of the research. Since the Cruze is already being sold in dozens of other countries outside the U.S., the car has already passed local safety regulations. This meant the Milford safety center “only” smashed up about 30 Cruzes as part of the testing for the U.S. model, according to Ware.

Making Electronics Safe

There’s no arguing that the prevalence of electronics in our cars, as well as the use of cell phones and other devices by drivers, contributes to accidents. Ford’s popular Sync hands-free system has been at the forefront of combating driver distraction, and a forthcoming enhancement will make it easier for drivers to control their devices via voice commands. Scheduled to launch late this year, AppLink will allow application developers to integrate with Sync, bringing hands-free operation to third-party apps on smart phones. Fiesta owners will be able to download the software into their cars.??

Another high-tech development from Ford is My Key, an electronic key fob that allows parents of teen drivers to select a feature that ensures that the vehicle cannot travel any faster than 80 mph. My Key also allows parents to enable a function that automatically reduces the volume of the stereo system by about 50 percent if the vehicle reaches a certain speed, in order to cut down on that particular form of teen distraction. A “no belts, no tunes” feature completely mutes the stereo system if the front occupants don’t buckle up their safety belts.

Are Small Cars Really Safe?

The American car market is being inundated with small cars. The new models abound, from the Nissan Juke to the Ford Fiesta, Fiat’s 500 to Mazda’s 2. There are even more coming: Saab has a 9-2 in the works, BMW plans a sub-1 Series car, and the next generation of Mercedes compacts currently available in Europe will be getting makeovers for American buyers.

The force behind the wave is obvious: The thumbscrews on fuel economy standards and emissions levels have been turned, and there’s a good chance they’ll be twisted again, as the feds are considering raising Corporate Average Fuel Economy (CAFE) to 62 miles per gallon by 2025. With trucks and luxury cars (and their larger profit margins) presenting a difficult target, carmakers are throwing everything they can at the rest of their lineups. Mid-sized cars offer possibilities, but there is only so much blood to be squeezed from these stones, what with shoppers annually requesting more room and more power. That makes small, budget-conscious cars the default play to address CAFE needs.

But the assault at the diminutive end persistently raises the issue of safety. Manufacturers crow that their small cars are safer than ever, boasting features like Honda's “ACE” safety system that channels energy throughout the car and Volvo's use of four different kinds of steel. Consumers, on the other hand, often ask, "What happens if you hit that car with an SUV or a semi?" In between them are bodies like the National Highway Traffic Safety Administration (NHTSA), Insurance Institute for Highway Safety (IIHS) and European New Car Assessment Program (Euro NCAP), all of which issue safety ratings.

Beyond The Test Results

If you look at the test scores from these organizations, most of the time it seems the answer to the safety question is in the affirmative. The 2009 Honda Fit (the Honda Jazz in Europe) got five stars from the Euro NCAP test, a set of Good ratings (the highest rating) from the IIHS, and a five-star rating from the NHTSA.

In April 2009, however, the IIHS attempted to put the safety of small cars into context. It pitted three little cars against mid-sized cars from the same maker, conducting frontal offset tests at 40 miles per hour. The matchups were: Toyota Yaris vs. Camry, Smart Fortwo vs. Mercedes C-Class, and Honda Fit vs. Accord. The results made headlines, with the IIHS concluding, "The Honda Fit, Smart Fortwo, and Toyota Yaris are good performers in the Institute's frontal offset barrier test, but all three are poor performers in the frontal collisions with midsize cars. These results reflect the laws of the physical universe, specifically principles related to force and distance."

Quite simply, the budget offerings took their lumps and so did the dummies inside.

But does this mean that small cars aren't safe? Absolutely not. What it does mean is that small cars aren't as safe as larger cars. Let's be honest – this should be obvious to anyone. The laws of physics aren’t suspended for anyone, so anyone with even a passing understanding of force should realize that large, heavy things will have harmful effects when they collide at high speed with smaller, lighter things.

First, though, let's get a persistent nugget of absurdity out of the way. To those who ask, "What if you get hit by a semi in one of those small cars?" the truth is that if you get hit by a semi, even if you're in another semi, you are not going to like the results. A loaded 18-wheeler will put forty tons of massive hurt on absolutely anything. When Top Gear's Jeremy Clarkson ran a Renault semi into a brick wall, he destroyed the wall and, in his own words, "I emerged from my high-speed, head-on impact in what can only be described as screaming agony. I couldn't walk. I couldn't talk. I couldn't think."

According to the IIHS, small car fatality rates are greater than those for mid-sized and large cars. As of 2008, for every one million registered vehicles from one to three years old, there were 91 fatalities in small cars versus 56 in mid-sized and 63 in large cars. Sport utility vehicles were relatively safer still, with 28 fatalities per million in large SUVs at the low end and 44 fatalities for small SUVs at the top. Only pickups, due to rollover fatalities, were in the same league as small cars, with small pickups posting a 107-per-million fatality rate.

Same As It Ever Was

Beyond physics, the key to the data is that this state of affairs is no different than it's ever been.

"Small cars are much safer than they used to be," said Russ Rader at the IIHS, "but so are big cars. The disparity in death rates between the two is about what it always has been. People in the smallest cars are about twice as likely to die in crashes than people in the largest ones."

Nor does it help that drivers of compact cars are more likely to test these results more often. "Statistically," said Rader, "they're involved in more crashes than big cars."

When asked if that might have an effect on the fatality stats – perhaps the fatality rate for small cars was skewed by their numbers – Anne Fleming at the IIHS responded, "It doesn't matter how you chop up the numbers, by collision claims for vehicle damage for example, even with exposure factored in the result is the same. Small cars get in more accidents."

Manufacturers Respond

Although the IIHS fatality statistics are difficult to counter, there are other issues behind the numbers. The IIHS test was conducted with both cars going 40 mph, which is an exceptionally rare event.

"The IIHS test," said Brian Lyons, safety and quality communications manager at Toyota, "is equivalent to an 80 mph closing speed, a speed and energy higher than 99.1 percent of all real world crashes."

In fact, it's even rarer than 99.1 percent, says Lyons. "The real question for a 'comprehensive safety assessment',” he said, "is how well the vehicle’s safety systems perform in the limitless variety of real-world accidents. According to NHTSA data, less than 0.06 percent of all frontal crashes occur at the crash severity selected by the IIHS."

Honda feels similarly about the details not conveyed in the results. "Yes, there are a few things that are overlooked," wrote one of Honda's safety experts. "The Fit has the lowest fatality rate amongst small cars. Individually, the Fit and Civic fare well, whereas the class may not. Secondly, other things contribute to fatalities -- like demographics and household income. Small cars attract the youngest and oldest buyers, which, as a demographic, have the highest rate of fatalities. Also, small cars attract buyers with lower household incomes, which also tend to have higher fatalities."

Speaking of causation, the biggest overall cause of accidents is drivers under the influence of alcohol or some other impairing substance. Whenever you look at accident statistics, if you take incidents out in which alcohol was not a factor the numbers can drop by up to fifty percent.

Carmakers will also say that a car's ability to avoid accidents also plays a role in its relative safety, yet many of best safety features are simply priced out of the range of less expensive offerings. Volvo didn't have any of its cars in the IIHS crash test, but provided commentary on the things small cars miss out on and why.

"Consumer Reports 'Safety' ratings account for avoidance as one element of safety," said Volvo spokesman James Hope. "Systems like Blind Spot identifications, adaptive cruise control with auto braking, roll stability control, low speed accident avoidance, and other systems are geared to avoid an accident. In small cars these systems could add a good 30-plus percent to overall cost. Also, adding steel structures to absorb energy add costs that are difficult to pass along in that segment."

Should You Buy One?

In spite of the data – and physics – that reflects poorly on small cars when it comes to safety, even the IIHS doesn't want to give them a bad rap. It says the test was done just to keep everyone honest and informed.

"We would love for people to buy small cars," said Fleming at the IIHS. "We only do these tests when we run into a spate of information that claims small cars are just as safe as large cars. They're not. And that will ever be the case as long as the laws of physics hold."

Nevertheless, buyers are going to continue to buy small cars. And they should, but making sure to do the proper research on safety before purchase.

"Shoppers looking to buy a small car with safety as a priority," said Rader at the IIHS, "can find small models now that are much more crashworthy than small cars of the past. The Ford Fiesta – the only minicar that earns the Institute's Top Safety Pick status – and Subaru Impreza are Top Safety Picks in Institute crash tests for example. When buying a small car, it's especially important to buy the most crashworthy one that you can find."

Fiat new small car family

Fiat compact SUV, sister car, the baby Jeep first revealed by Autocar recently, large models of the Italian brand and its subsidiary of Chrysler industry are reported to a number of new small cars.

The move to a family of State-of-the-art super Minister will build finally Fiat's confused and stop scrappy deals in Europe's most important market segment.

The new models are built on a new platform that used the architecture under the Grand Punto, which replaces a joint development by Fiat and GM in the first place. However aging models such as the compact van by Lancia Musa are always still on the old Punto platform, while Fiat not the Zafira rival multipla, has replaced, was based on a unique structure.

The new platform will be developed for sale in Europe and the United States and, as well as the compact SUV model for Jeep and Fiat idea MPV sire is long-awaited replacement for the ageing Fiat.

The new compact Fiat SUV, which is to go in 2013 in the sale, which replaces today's Sedici, again, is a badge engineered version of the Suzuki SX4. It provides the basis for the next generation of Alfa Romeo Mito, based on the Grand currently Punto/Corsa architecture and the future replacement for the Grand Punto.

Described as "Leading edge", the new architecture by Fiat CEO Sergio Marchionne installs Mirafiori are factory-set next year and also in the Fiat plant in Serbia, which currently builds the MK2 Punto online.

Daimler Chief Executive Officer Dieter Zetsche had been at the helm of the German luxury automaker less than a year when in 2006 he moved to stanch the eroding position of his flagship Mercedes-Benz unit. The storied brand had fallen behind rival BMW, while Volkswagen’s Audi line was in hot pursuit. Zetsche’s answer to the crisis? Think small. Despite the fact that Mercedes’s reputation was based on the strength of big sedans for the middle-aged affluent, Zetsche figured that a range of upscale small vehicles would raise Daimler’s near-term sales volume and attract a younger generation of buyers to propel the brand for years to come. “We were running the risk that our people assume it’s a law of nature that we grow slower than BMW and Audi,” says Zetsche. “A mindset like that is poison.”

The first fruit of Zetsche’s plan, the diminutive Mercedes B-Class, was unveiled on Sept. 13 at the International Motor Show in Frankfurt. The vehicle is built on a platform Mercedes engineers designed to eventually be shared by five different small models, ranging from a hatchback to a sport-utility vehicle. The new B-Class starts at €26,000 ($35,055), compared with €32,700 ($44,088) for a C-Class sedan and €71,900 ($96,939) for the flagship S-Class. Daimler, which is investing €1.4 billion ($1.9 billion) in two small-car factories, is counting on the new models to help it retake first place in global luxury car sales by 2020. “It’s impossible to tell our customers, employees, and investors that we accept being No. 3,” says Zetsche.

In 2001, Mercedes was the clear leader, delivering 233,000 more cars than BMW and 390,000 more than Audi. Over the past decade, the two German rivals increased sales five times more than Mercedes, as they moved quickly into growing markets such as compact SUVs and expanded into China and other fast-growing nations. Through the first eight months of 2011, Mercedes’s global sales trail BMW’s by 95,200 and Audi’s by 54,700.

In the U.S., Mercedes buyers are older — 54 years on average vs. 49 for BMW and 48 for Audi, according to researcher Strategic Vision. “The age structure of Mercedes’s customers is challenging, to put it politely,” says Jorgen Meyer, a fund manager with SEB Asset Management. “If Mercedes succeeds in drawing younger customers to the brand, they’d clear their biggest hurdle.”

Mercedes’s lineup is in the midst of a makeover led by Gorden Wagener, who became the youngest design chief in its 125-year history when he took the job in 2008 at age 39. The former competitive wakeboarder has brought a sportier, bolder styling to the brand. “A youthful appeal is important for the brand’s image and its long-term success,” says Joachim Schmidt, head of sales and marketing at Mercedes. “Once you get these customers and if you convince them with your products and service, it’s very likely [you’ll] have them for life.”

Mercedes is trying unconventional methods to reach a younger, hipper clientele. In July it hosted a three-day party in Berlin dubbed Avant/Garde Diaries in an effort to become cool by association. Designers and artists were invited to talk about what’s cutting edge. On display at the event, quietly bidding for the blessing of the trendsetters, was a concept version of the new A-Class. A similar event is planned for New York.

Not everyone is convinced. Mercedes is risking its classic position, says Peter Saville, a designer of record covers who contributed to the Berlin event. “Mercedes-Benz doesn’t need to be hip; it belongs to the grownup world,” says Saville, who owns a 1998 SL500. “Their position has been stolen by Audi. Audi is the new Mercedes-Benz. It’s clean. It’s reductive. It’s minimal. It doesn’t try too hard.”

Still, Daimler executives say Mercedes must learn to thrive beyond its franchise, upscale sedans. Says Jürgen Hubbert, the former head of Mercedes: “If we had just listened to the traditionalists, we would just be an E- and S-Class company and probably the 15th brand of another group.”

The bottom line: Mercedes, now No. 3 in luxury autos worldwide, is investing €1.4 billion to make five small luxury models in an attempt to regain share.

Six Small Cars That Top The IIHS Safety List

Americans often cite safety concerns for their decision to buy bigger cars, but a recent safety test showed some small cars perform better in crash tests than larger vehicles.

The Insurance Institute for Highway Safety gave its top pick to six of 13 small cars it evaluated. None of the cars tested earned a poor rating.

The scores are a stark turnaround from a few years back, when small cars failed to earn top safety ratings.

It's good news for buyers, who are increasingly considering small cars because of high gas prices.

"The list of cars with the best fuel economy now includes those with the highest crash test ratings in their class, too," says David Zuby, chief research officer for IIHS.

In 2006, only three small cars earned the top safety pick designation. But the IIHS admits the standards then were less stringent than today's testing.

Still, the best safety measures can't overcome basic physics, the IIHS says. So crashes between a big truck and a small car will still likely be worse for the people inside the small car.

"That's why it's important that the crashworthiness designs of smaller cars be as good as possible," Zuby says. Additionally, seat belts make a difference. An occupant in a small car wearing a seat belt will do better in a crash than an SUV occupant without a seatbelt.

Small cars used to have very little safety equipment installed on them. Now they all come with standard side airbags. Many come with electronic stability control, which helps prevent crashes. And automakers have increased the strength of the cars' steel frames, keeping the cars from crushing occupants in frontal crashes.

Because of that, newer models are better than their older counterparts, IIHS says.

Here are the six IIHS small car top picks:

2012 Ford Focus
The 2012 version earned good marks in front, side, rollover and rear crash tests. It comes with electronic stability control as standard equipment, technology that can reduce traffic fatality rates by 50%, IIHS says.

2012 Honda Civic 4-door
IIHS tested the four-door version of this popular small car, and it scored good marks all around. It also comes with standard electronic stability control.

2011 Hyundai Elantra
IIHS held up the Elantra as an example of how the automakers can improve safety over time. The 2001 to 2006 models of the Elantra scored poorly. "The Elantra has gone from one of our lowest-rated small cars to a top safety pick," Zuby says. It scored good marks on all four crash tests and also comes with standard electronic stability control.

2011 Lexus CT 200h
This hybrid gets 43 mpg in the city, 40 mpg on the highway, and top scores in safety.

2011 Nissan Juke
The all-new Nissan Juke got good scores on all four crash tests, and has standard electronic stability control. The cool, stylish car gets about 30 mph city and 34 mpg highway.

2011 Toyota Prius
This is the most fuel-efficient car on the safety list. The hybrid Prius gets about 51 mpg in city driving and about 48 mpg on the highway. It got the highest (good) ratings on all four crash tests, and also has standard electronic stability control.

Are Small Cars Safer Now?

U.S. carmakers are in full-tilt-boogie mode in their efforts to add smaller, less costly, more fuel-efficient cars to their stables. Ford’s all-new 2011 Fiesta sub-compact began arriving in dealerships in late June, while the redesigned Focus comes to market in early 2011. GM, meanwhile, launches the compact Chevy Cruze in September.

That focus on small cars means that auto engineers have been devoting even more time and energy to one of the big issues that has dogged small cars from a consumer acceptance standpoint: Safety. For decades we’ve been hearing that American buyers were hesitant to give up their big vehicles for fear that small cars weren’t safe enough. But recent advances in both technology and crash testing, not to mention the use of new, stronger structural materials, have significantly improved the crash-worthiness of small cars.

“With all of the improvements in technology, today’s small cars are as safe as, if not safer than, large cars from the 1970s,” said Wes Sherwood, Ford’s safety communications manager.

Fifty Years Of Progress

Albert Ware, director of GM’s safety center in Milford, Michigan, echoed these sentiments. He cited a crash test performed last September by the Insurance Institute for Highway Safety that pitted a 1959 Chevy Bel Air against a 2009 Chevy Malibu. The vehicles were similar in weight -- the Bel Air weighed in at 3,629 lbs., while the Malibu tipped the scales at 3,452 lbs, according to the IIHS. "They were smashed right into each other, head-on, at 40 mph,” said Ware.

The driver of the Bel Air would have been killed in the crash. “But with the Malibu, the data showed that the driver would have maybe suffered a bruise on his chest. The door could still be opened and closed as easily as if it was still in the showroom,” Ware said.

The improved safety in modern cars isn’t all due to air bags. The bigger factor is that modern designs for the frame and the interior safety cage have improved, in large part because of an increase in the strength of the structural steel.

According to Sherwood more than 50 percent of the Fiesta’s body structure uses these high-strength or ultra-high-strength steels. The Fiesta’s A- and B-pillars are fashioned from ultra-high-strength, aluminized Boron steel, while the rocker panels are also crafted from high-strength, dual-phase steels known for their energy-absorption qualities.

Better Testing

One of the other ways carmakers are building safer cars is by improving their crash testing data. General Motors has recently spent $33 million on upgrades to its safety center in Milford, Michigan, and another $10 million to create a rollover-crash facility.

“One of the biggest enhancements to crash testing in recent years has been the improvement of our computerized analytical engineering,” said Ware. “Five years ago, we had a lot less capacity in that area, so we needed to do more ‘hardware’ crash testing. But now we can do many more computerized crash simulations, which allows us to be more tactical in our hardware crash tests.”

Today’s computerized “virtual” crash testing can provide engineers with data that wasn’t available to them even a few years ago. It also means that GM can do more crash testing, faster, in simulation, rather than actually smashing vehicles.

Ford also employs such sophisticated computerized methods, which, rather than employing crash-test dummies, can include virtual humans for more realistic assessment of injury. “These ‘virtual dummies’ are much more life-like, in the sense that engineers can simulate the effects of a crash on internal organs, the skeletal structure, and the brain,” said Sherwood.

In addition to the digitized virtual dummies, carmakers are also using higher-tech physical dummies, higher-tech in that they’re wireless. Typically, crash-test dummies have been wired to a data acquisition device for downloading data after the test, but new models use wi-fi. The wireless technology added another $35,000 to $40,000 to the cost of dummies that were already priced at $100,000 - $125,000 each.

“But when we built our rollover-crash facility, we wanted to minimize the use of wires that might get batted around in a rotating car, because we thought that could jeopardize the accuracy of the readings,” said Ware.

At GM’s safety center, when a new model is being developed, engineers typically crash as many as 70 vehicles as part of the research. Since the Cruze is already being sold in dozens of other countries outside the U.S., the car has already passed local safety regulations. This meant the Milford safety center “only” smashed up about 30 Cruzes as part of the testing for the U.S. model, according to Ware.

Making Electronics Safe

There’s no arguing that the prevalence of electronics in our cars, as well as the use of cell phones and other devices by drivers, contributes to accidents. Ford’s popular Sync hands-free system has been at the forefront of combating driver distraction, and a forthcoming enhancement will make it easier for drivers to control their devices via voice commands. Scheduled to launch late this year, AppLink will allow application developers to integrate with Sync, bringing hands-free operation to third-party apps on smart phones. Fiesta owners will be able to download the software into their cars.??

Another high-tech development from Ford is My Key, an electronic key fob that allows parents of teen drivers to select a feature that ensures that the vehicle cannot travel any faster than 80 mph. My Key also allows parents to enable a function that automatically reduces the volume of the stereo system by about 50 percent if the vehicle reaches a certain speed, in order to cut down on that particular form of teen distraction. A “no belts, no tunes” feature completely mutes the stereo system if the front occupants don’t buckle up their safety belts.

Ford’s Focus — a giant among small cars

“Why can’t they make a Corolla?”

That is the question President Obama is reported to have asked his economic advisors shortly after his election, when he wondered why the domestic carmakers couldn’t sell a popular small car with the success of Toyota’s long-running model.

Judging from the 2012 Focus, Ford could build a Corolla, but only if the Dearborn company decided to make a much worse car. That’s because the new Focus is the best small car ever sold in the U.S. Today’s Corolla, in contrast, is not only not a great small car, it isn’t even the best Corolla ever sold in the U.S., as corner-cutting has diminished a once-sound practical car.

Since the arrival of “downsized” cars in the 1970s we’ve been promised small cars that have the feel of larger models. The 2012 Focus is the first small car to deliver on that promise. Grab the chunky door handle and it fills your hand with a heft that speaks of substance. Tug it and the door emits a refined click as the latch releases, absent the cheap, tinny drumming that accompanies the opening of every other small car on the market save the Volkswagen Golf.

Slide into the driver’s seat and the door pulls closed with a reassuring Teutonic “whumf,” revealing the effort Ford put into the triple weather seals on each door. The thick, contoured leather steering wheel is nicely weighted and delivers precision and feedback on the road.

The zoomy dashboard styling may ultimately date the Focus as an artifact of 2012, but for now it looks fresh and contemporary. Two control stalks peek out from behind the steering wheel, ending Ford’s marriage to a single overloaded stalk that was a nuisance to use. Now the wiper control is on the right side with its own stalk, as it should be.

And on the issue of controls, check out the power window switches. They are one-touch up and down at all four positions! This is the stuff of luxury cars.

Unlike most of its peers, most of the visible surfaces in the Focus are soft to the touch, lending the car a luxurious feeling unmatched by any of its competitors. At night this impression is reinforced by the indirect accent lighting that is adjustable for color according to the driver’s preference.

Outside, the Focus’s dynamic sheetmetal achieves the oft-touted but seldom-reached feat of looking like it is moving while standing still. This is a particularly challenging task for a vehicle in the mundane five-door hatchback category, so kudos for Ford on this excellent accomplishment.

My favorite example of the effort that went into finishing the details of the Focus’s design is the gas door, which is a triangular panel at the intersection of the right rear fender with the rear taillight, where it disappears visually.

There is no rule that says a gas door must be a circular or square cookie cutter shape punched into the sheetmetal, but Ford is seemingly the first company to have realized this since the days when gas caps were hidden beneath spring-loaded rear license plates. An even better surprise awaits behind the gas door: Ford’s Easy Fuel capless fuel filler. Open the gas door and just stick the gas nozzle in -- there is no cap to remove or replace.

Finished in Race Red (“the brightest red ever,” according to my 16-year-old daughter) and optional polished aluminum 17-inch wheels, the Focus I tested really achieved the often-mocked effort by carmakers to dress up economy cars to look like something more. The Focus doesn’t just look like it belongs in another class, it really does belong there by every measure but size.

Other thoughtful details that are normally overlooked? The hood release latch that you can never find when you want to check the oil? It is bright yellow so it is easy to see in the dark under the front edge of the hood. The Focus has turn signals on the outside mirror housings, making your plans clear to drivers around you. Those same outside mirrors come with small convex mirrors that better show everything on that side of the car. Who needs lane-changing warning gadgets when a better mirror accomplishes the same thing?

The 160-hp four-cylinder engine features direct fuel injection, which boosts power and fuel economy, but which can contribute diesel-like engine clatter. Ford has expertly shielded the offending injector hardware with insulation so the Focus doesn’t sound like a diesel at idle.

The EPA says that with the six-speed automatically shifted transmission in the test car the Focus will return 27 mpg in the city and 37 mpg on the highway. I saw 28 mpg in mixed suburban driving. The rating for the more-fun five-speed manual transmission is a couple mpg lower.

Story: States mull taxing drivers by the mile

So all is perfect in Ford Focus land, right? Well, not quite. The Focus is the best small car ever sold in America, but to date that bar has usually been set pretty low. The Focus is a great car and is sound in both its fundamentals and most of its details. But there are a few glaring problems the company should address to easily make the car even better.

A couple small examples: add a lumbar adjuster to the front seats. Clean up the nasty, sharp-edged seat tracks that intrude into the cramped rear footwells. They interact poorly with bleary-eyed, bare-footed kids en route to morning swim practice. Where’s the interior release for the rear hatch? Why is there only one door unlock button in the middle of the dashboard, where no one looks for the door lock control?

These are the kind of things that make it look like no one is paying attention, when we see clear evidence to the contrary in most of the car’s other details.

But now we get to the two serious stumbling block and sources of Ford's recent J.D. Power quality survey woes. Instead of a conventional automatic transmission, Ford installs a computer-shifted manual transmission that does away with the clutch pedal. This doesn't deliver the same kind of seamlessly smooth driving experience as a traditional automatic transmission, especially with its tendency to roll backward when starting on hills. Ford should offer a real automatic transmission option in the Focus and reposition the current PowerShift as a manual transmission that shifts itself.

Ford engineers were also amuck with regard to the MyFordTouch dashboard controls for the sound system, navigation, and other accessories. People used to forward email jokes about "What if Microsoft made cars?" and now Ford thinks it is a good idea to put Windows in its cars? In the immortal words of John McEnroe, "You cannot be serious!" Seemingly every time I started the Focus the nav screen went blank, displaying the message "Performing scheduled system maintenance."

Thankfully, the solution in both cases is to save money and buy a cheaper model that isn't blighted with the automatic transmission and Windows computer system.

Despite these, ahem, opportunities for improvement, the Focus is a superb small car that is genuinely fun to drive. It has real presence, with the ride and comfort of a bigger car and doesn't embarrass its driver for only being able to afford a compact car. Good thing it isn't only as good as a Corolla.

The Mazda CX-5 2012 small crossover

The Mazda CX-5 2012 small crossover make it debut at the Frankfurt auto show in September. Like the Mazda bed-ridden from the Geneva Motor Show, the CX-5 offers the Skyactiv technology.

While their models to improve the fuel economy add the most car companies in hybrid technology, Mazda takes a different stroke with its SkyActiv program. Production of the CX-5 is expected to start end of this year.
