Although various regulations already address the use of mobile devices by commercial drivers, the National Transportation Safety Board recommended this week a ban on all cell phone calling and text messaging by drivers of commercial trucks. The U.S. Department of Transportation currently has rules prohibiting texting and the use of hand-held cell phones, but does not stop the use of hands-free phoning.
The NTSB announced the proposal to ban any kind of cell phone calling, even the hands-free variety, after a hearing in Washington, DC, exposed the fact that a trucker who caused 11 fatalities in a crash in Kentucky last year had just made a cell-phone call; he also had made scores of calls in the 24 hours prior to the crash in which he also was killed. The NTSB cannot institute its own cell-phone ban, but is issuing the recommendation to the Federal Motor Carrier Safety Admin. and each state. Transportation-sector sources said it will be difficult for states to pass such laws and that it is more likely commercial transportation companies would be the entities to more quickly and efficiently enforce a total ban on cell-phone usage by drivers and operators of public-transit vehicles.
